Picked up a 300 box in Utah. Since it's steel core does it still tumble and fragment or would it not be suitable for home defense due to over penetration?

The steel core is a penetrater designed to defeat the Russian body armor of the time it was designed . There are way better choices for close range self defense ammo . Personally I look for something loaded with a 50-55ish grain V-Max , Blitz King , or Ballistic Tip .

Hornady TAP or frangible ammo is a better option. M855 or SS109 will way over penetrate.

Thanks for the replies. I've got 55 gr. TAP and 55 gr. Federal Tactical but was wondering if the 62 gr. would work better in my 1 in 7 twist.

It wont matter for close quarter/home defense.
Twist rate is only an issue if you try to shoot stuff that is heavier / longer than the twist rate will stabilize .
M855 is not a good round on soft tissue targets and where over penetration is not wanted. Any of the aforementioned home defense rounds are better suited for your needs.
