Hi, are there any AK builders out around Frisco or down in Grand Junction? I have a PSL kit that I want to get finished.

He could have a smith do it but will have to do a BGC to take possession once it's done.

The smith has to have a SOT for Manufacturing.

IF he bought a full receiver, would he need to find anyone special to assemble? The "firearm" is legally done right? Or is assembling onto the receiver need to have someone special to legally do?

Yes. A receiver is just a "receiver" Until it is assembled in to a firearm. Once you do anything to make it a 'working" gun you have now mfg a firearm. That is subject to FET paperwork, Correct FFL to do so.

IMHO, Everyone who post ANYWHERE a gun for sale "THEY JUST BUILT" might one day receive a call from a friendly ATF representative. Not saying it may or may not have happened, to anyone, just saying.

Either way ONCE the receiver is bent / rails installed you have now manufactured a receiver. ANYONE can go the 80% / receiver flat way. Anyone can bend the receiver, PROVIDING that person bending the receiver is the person the receiver belongs to. The person who is "building" the rifle for them self can have assistance, while doing the bui,d such as drill gas block bbl front sight.
If someone is doing anything other than helping with the bbl they should be a SOT / Mfg.

FWIW: the early Arsenal AK's had no serial numbers on the receiver. They used the s# on the trunion. They did have all info, Caliber, State mfg was done, etc. on the receiver.

Not quite. the person has to be in control according to the atfe. You can be there and others can be running the equipment

Think we're talking 2 things. Finishing a flat or 80% is making a firearm. Putting parts on/off a firearm is not manufacturing it. I think Im reading jim's post wrong, which is what that seems to say to me. It almost reads like you need an SOT to change out an upper for instance.

What I should have said instead of "full" was "100%" as in already made, and considered a firearm by ATF, just like a completely machined lower for an AR.

I may be wrong, but Ive never hard of needing anything special to put parts into/onto a completed receiver.

Correct. You did ask? regarding an ar lower. UNLESS the lower receiver in any form was sold as a Rifle, or pistol it is not considered a "complete gun" Board member X buys 10 stripped lowers and sells them as either a Complete lower and or rifle, according to the ATF Member X has manufactured a firearm. 1 perhaps 2 he'd skate on, 10 of them "may i talk to my attorney please" should be the next words spoken.
