I thought I read somewhere that these require a tax stamp since they would an oil filter to be used as a suppressor. But on this site http://www.pkfirearms.com/Cleaning_Supplies/5/c they say nothing about obtaining a tax stamp. Do they get around this by calling it a cleaning product?

Or am I wrong about the requirement to get a tax stamp for these adaptors?

2 questions...Why do you need a stamp for a cleaning tool? Why do you risk BATF prosecution over $200 stamp?

A sound suppressor requires a tax stamp. Period. A "cleaning tool" does not. Are you going to use the cleaning tool as a cleaning tool? One thing to keep in mind, if you were to purchase this "cleaning tool" and then build your self a ATF form 1 sound suppressor with it, you cannot legally change the oil filter when it wears out.

I had no intention of purchasing this for use as a silencer. I saw it while looking around their site for upper parts and remembered seeing a similar device that required a tax stamp.

Does having this in the gun locker and an unused oil filter in the garage imply intent to manufacture?
