These were made by K & E, the survey equipment guys. There are two of these heads with heavy duty bases and the meter box.
They have long cables to connect to each other. The slotted cup has some lenses inside and a light bulb. Very heavy. Any clue?319993200132003

Way off track here, but how do you search google by photo?

You go to google then click on images at the top. In the search bar there is a little camera that will allow you to upload/link a picture and it will find things that are similar. I think it works by color. Not just red/blue/green but the actual color code. Sometimes I dont get anything similar to what I am looking for, but everything will be the same color.
