Any one know any private land owners with Elk tags for cows or private landowners who allow cow hunting?

That situation is usually an outfitter that will likely charge about 2k for the tag and permission to hunt. Might even show you where on the land they see the elk for that price.

There's plenty of cow tags on the leftover license list in areas with plenty of public land. Just have to be willing to drive.
