My friend is a Canadian but has been living and working in the states for 10 years. His wife is a citizen. Can he get a CCw or do you have to be a citizen?
If he's a legal resident, he can get a Colorado permit...

If the "hunting license" part of that is correct, that would also require hunter's safety unless there is an exception for non-citizens.

The hunting license requirement is only for non-immigrant visa holders. Permanent resident card holders do not need it. The latter's rights mirror citizens.
