That's a repeater in Larimer county(pl tone 100.0). There is another one for emergency traffic in the Springs, and Denver areas as well, can't remember the frequency this second, but its a 440 repeater. 447.525, two locations.

146.760 is the BCARES net for the emergency. I was NCS for awhile on Friday, and will post some pics
