If my brother-law and I split the cost of a reloading kit, powder, primers, and bullets, and the reloaded lives at my house (or his)
Is it legal for me to reload his brass and mail it back to him?
I live in Colorado - he live in Illinois.

Not through the post office.
NO primers, live ammo or powder allowed.
You can send it UPS---ORD.
Check what county he lives in. I believe Cook county(Chicago) has a ban on shipping ammo.
Check the local laws also. Illinois is one F'd up place. I'm glad I got the hell out of there.

From an FFL standpoint, as long as you're not reloading his ammo for him for a fee, you don't need to have an ammo manufacturer FFL (Type 6).

As long as he provides any one of the three major components, or does the labor, it's not considered manufacturing for sale. As far as shipping goes, you have to label it ORM-D and use a special container if you pack it in cardboard (special high-strength cardboard). If you use a strong inner container, like an ammo can, you can package it any way you like.
But the ORM-D is required, it's not considered a hazardous material WHEN it's loaded, as opposed to primers or powder, so no hazmat fee applies.
