I don't think that warning is really that much different than other warnings when accessing government websites. I guess the real warning here is don't access government websites unless you want to be monitored.

I'm gonna guess that is less fun than band camp? :)

That warning on some sites like DOD, makes sense. I expect no privacy on my work computer or network so it does not get used for anything personal. On medicare or healthcare.gov the story is different. Sites is could be argued one is required to use, required to submit personal information, the information should be locked down to that use only and not 'any government use'. (not that anyone would believe it is)
