When I studied in Russia, the most dangerous people (ie mugging/thieving/hassling) to us students were the MVD (МВД) aka "Russian Police". Then you have the OMOH who are modern day brown-shirt nazi thugs dressed in blue/white camo. So I laugh at some of the anti-cop sentiments here in the US, because it's a whole different ballgame for that kind of abuse outside of the states.
