Bill A3742-2013: Makes it illegal to sell component parts of a pistol or firearm to any person who does not possess a valid pistol permit; requires that the component part being purchased must be a component part to the pistol or firearm listed on the purchaser's valid pistol permit.

Notice the one that allocates funds for gun buybacks?

There is a good one in there, turned in guns at buybacks must be checked against stolen lists and attempted to return before destruction. That one is doomed.
