We need an amendment to end anchor babies.
We would require an amendment to end in all cases, yes. This is not quite the traditional meaning of the term anchor babies though. They are doing what they think is best for their children (child) and getting them dual citizenship. This is not being done as a reason for the mother/family to stay and is being done by the relatively affluent Chinese.
This would be fairly easy to stop if desired. This gets added to the visa process "Pregnant women will not be permitted if due date within X of departure date. You will be denied entry."
how about you must have at least one parent who is a Citizen of the United States Of America. no crossing the border to pop out kids, no birth tourism.

Not entirely sure we do either but it doesn't change the result.
Born in the US = US citizen.
Chinese parents = Chinese citizen
I have not looked and am assuming the child would still be a Chinese citizen. If that is not the case this would become even more rare as getting a non-citizen child back may be problematic.

Fyi: this is happening right here in denver, right now. Affluent chinese or middle eastern enroll their wifes to the esl program @cu or du and when they show up for the first class they are already 6 month pregnant... a friend of mine sold 3 house to chinese investor in the university hill neighborhood to be used as boarding house for chinese students.

As said, it is easy enough to stop if it is really a problem. The country is relatively welcoming to affluent immigrants.

And the issue with this is? The majority of my classmates in grad school were from India and that was quite a while ago.
