I'd be willing to go there and do an FTF deal. However, I'm a CO resident and he's MO. Really don't want an FFL in this deal.
How is it possible that you'd be willing to spend the money to go to another state and back to pick up a rifle, but you have a problem with paying $25 transfer fee?

I'm driving through MO anyways on a trip to the east coast. Also, I'd prefer not to get in any databases through paperwork, given the current tone and trends in the US.
You didn't have to clear it up, but thank you for doing so. That makes much more sense. I'm under the impression that you need to use an FFL, but I'm not sure. Maybe a better read person will chime in soon.

Cool. I'm really hoping someone will have an idea. I guess I could always only buy the upper and accessories, right? Cause that's not a serial numbered part? And finding a decent lower in CO shouldn't be a problem I imagine.

Not to mention the issue of how they are going to determine that you are special from the millions of other people who do FFL transfers of an AR this year. Suffice it to say that you probably shouldn't even worry about it.
To answer your question... No you may not transfer a weapon that way. You'll have to use an FFL for it.

Probably true. But if I can get one private sale for not too much hassle, I'd prefer that.

Correct. Unless he/you are shady and I wouldn't risk it.
I could be wrong but I belive it is illegal to do that for the lower. but the upper and all else is fine.
If I remember right,, If the states are touching, You can do a FTF no paperwork... But that also depends on the states also.. If the states don't border, then You have to go the FFL route..

If you have ever bought a single gun through a dealer, you can be assured that paperwork would get you on some sort of list somewhere and could be looked at by the ATF, could possibly be in a database somewhere that hasn't been given out yet, or maybe it has and that info hasn't been made public yet.

I expect he might have a problem with the lists, so I've already started the paper work to put him on the "People Who Have A Problem Being On Any Of My Lists" list. Thanks for the paper work, I'll send back the appropriate forms in triplicate. ;)

but remember, just because you're paranoid doesn't mean they're NOT out to get you
to answer the original question (and clarify some ideas that have been brought up):
you could buy/sell every part except for the stripped lower... you could take all the parts out of the lower- but the actual piece of aluminum with the serial number on it IS the firearm as far as they're concerned...
that part cannot be sold privately across state lines or between citizens of different states, without going thru an FFL...
The ATF can't regulate it (because of jurisdiction), is if 2 people are in the same state, both residents of that state, are not in the 'business' of selling firearms (i.e. not for profit, just buying/selling to/from their own collection), and the buyer is not Federally forbidden from owning a firearm... there's a list of conditions (convicted of felony or domestic violence offence, habtiual drug user, etc)
disclaimer: I am not a lawyer, so I can freely give law advise without fear of reprisal (I'm not an expert) if you really need to know the law in a particular area, perhaps you should consult a lawyer

not sure the OP is worried about shady people or being on a list but you gotta love Snipers way of dealing he sends his poor dad to exchange his stuff and leaves town!!
