This. Work out the cost of the response, trial and incarceration, less the differential cost of the coroner's investigation and emergency response, and give the guy 10% of the savings as a bounty.
If you're poor and need money, go solicit charity, or beg or prostitute yourself before robbery becomes an acceptable choice. At least work out a welfare or medicare scam where you're not actively threatening other people's lives.
Or shit, - there's this "work" stuff I've heard about, too.

They don't... Care to guess who this family voted for in the 2012 presidential election? I was especially peeved when the man with the family pretty much thought it was wrong for people to have the means to defend themselves from all these "good, but drug using, kids." I hope he's never put in one of those terrible positions, God forbid he's able to see things from a different perspective.
