Below is an Army War College presentation on the use of deadly force. It's about an hour long and the first half deals mostly with ROEs. The second half gets a little bit into the psychology involved and some training issues. The whole thing is worth watching but the stuff that's more applicable to most folks starts around the 32:45 mark.
