It has just under 100k miles and unknown if it starts or runs.
Pretty sure I can get you going for 5 dollars! Bid with confidence and keep in mind I will require a deposit on the 5 dollars work of 7 grand.

It still can be. AFOSI, CID, NCIS can impound vehicles caught in commission of a crime as well so they might have snagged it off a servicemember who was dealing (local authorities will usually impound stuff taken from a civilian dealing to service members while the service investigators get the dregs from E-3 Snuffy.
