Berry will likely be charged with unlawful purchase of firearms, theft, and embezzlement of public property, all felonies, as well as unauthorized transfer of a firearm and first-degree official misconduct, both misdemeanors.

The DA in the case says it is for the the safety of the commun-ity... What a crock.

I'm guessing this type of thing goes on more than we know, and has for decades. These guys got caught and there are probably a few other people sweating it out right now.

Activities like this typically don't occur unless there is an environment that supports it.
Leadership with integrity prevents that environment.
