What if the ATF slipped a new rule in and nobody noticed: ATF is Quietly Proposing a new rule regarding multiple rifle purchases
File this in the here we go again section.
It appears that the BATFE aka F-Troop is trying to slip one by us again. Unfortunately, they won't have a government shutdown to prevent gun owners and second amendment advocates from posting their comments!
I am hopeful that we, as a community, will get more than 9,000 comments this time!
The BATFE is attempting to make the multiple long gun purchase reporting requirement permanent and expand it across America.
On April 15, 2014, the 90 day comment period started on a proposed rule that was published in the federal register but not reported by the usual firearms tights bloggers.
The text of the rule indicates that the ATF plans to EXPAND multiple rifle sale requirement from the border states to the United States.
That's right, F-Troop is quietly expanding the data they collect on gun buyers.
Euphemistically Titled “Agency Information Collection Activities; Proposed Collection Comments Requested; Report of Multiple Sale or Other Disposition of Certain Rifles,” this expansion of government intrusion into our lives was assigned OMB Number 1140–0100.
This started the 60-day notice that ends June 16, 2014!. The notice declares that “The purpose of this information collection is to require Federal Firearms Licensees to report multiple sales or other dispositions whenever the licensee sells or otherwise disposes of two or more rifles within any five consecutive business days with the following characteristics: (a) Semi automatic; (b) a caliber greater than .22; and (c) the ability to accept a detachable magazine.”
“Comments are encouraged and will be accepted for 60 days until June 16, 2014,” the notice advises.
What does this mean and why is it important? It is important because As of May 15, 2014, over half of the comment period has already passed.
Funny that F-Troop’s website has no useful information on this proposed rule change!
ATF Form 3310.12 (OMB 1140-0100)
Report of Multiple Sale or Other Disposition of Certain Rifles – 60 day Notice – comment period ends 6-16-14

And the PDF of the federal register announcement. http://www.gpo.gov/fdsys/pkg/FR-201.../2014-08381.pdf (http://www.gpo.gov/fdsys/pkg/FR-2014-04-15/pdf/2014-08381.pdf)
So . . . . Where do we comment and how do we express out displeasure at the under handed back door attempt at further gun control and information collection?
The Federal Register instructs persons interested in opposing this rule that “If you have additional comments especially on the estimated public burden or associated response time, suggestions, or need a copy of the proposed information collection instrument with instructions or additional information, please contact Natisha Taylor at fipb-
informationcollection@atf.gov,
Bureau of Alcohol, Tobacco, Firearms and Explosives, Firearms Industry Programs Branch, Washington, DC 20226,”
So, why is the Obama administrations F-Troop making it easy to accept comments by email? Well . . . . What is the a Brady a Bunch good at? Mass emails . . . That's what!
This makes it easy for the anti gunners to flood the comments with mass emailed comments!
We have to get on this . . . . . send our comments in and oppose this proposed rule!
We have until June 16, 2014 to speak up and be heard!
The only other place I have seen this discussed was by David Codea of the Gun Rights Examiner!
