Or somebody who is good with underground drains. I ran a 75' snake and still cannot get it to drain. I need an opinion on if there is a break underground or not. My slumlords are doing nothing.

Are you sure the drain snake didn't go up the vent stack above the roof ? [LOL]
Send a certified letter to the SOB slumlord that if immediate action is not taken, he is violation of your lease and that you will hire ap lumber and deduct his bill from the rent.
Also document, document, document all interactions with him/her about this and other problems you have had.
Check with your city and the State website concerning renters rights and what can be done to either move out with all deposits returned or how to put a boot in the slumlord's ass to get him motivated.

You left out Health, Life, Safety 3 buzz words some slum lords tremble at. Not to mention a call in to the local health dept. Voicing your concern Raw Sewage might be backing up to living quarters, based on the occasional smell you have been experiencing.

Best way to prove drain issues is to camera the line. Most lines I've done from the basement clean out is about 90' to the city sewer.
