Are they allowed to just submit the same shit over and over until it doesn't get shot down? There needs to be an Amendment which introduces consequences like jail time for attempting to subvert the Constitution.

Definition of insanity- doing the same thing over and over again expecting different results.
Every once in a while you might get something different, which drives the insanity even more...

Mag ban is working to an extent, how many places will no longer ship a firearm to a FFL here that has mags that can hold over 15 rounds? Even though the FFL can pull the mag and either ship it out of state or sell to LEO/mil for official duties. If they can pass a ban then you can own a vest that can hold level 3 or 4 plates, but no one will ship them to you.
As for the mags, have seen them as parts kits for sale everywhere.
And with our new plasmacam, we can start cutting AR500 plate into shapes for use on your farm equipment.[Beer]

Anyone that wants one will still get one. The only thing that has changed is that now you will be considered an outlaw for doing something today that was 100% legal and acceptable yesterday.
