I need clarification on the barrel can a 308 barrel fire both 308 and 762 or is it the other way around I was under the impression that a 308 barrel can do both but not 762 and have recently been told I'm wrong also will an ar15 upper vise block work for an ar10 upper

No, on the vise block. Pin distance is different although they do make them with holes spaced for both.

Which 7.62? If you are referring to 7.62x51 NATO, yes the barrel is fine. The issue you are referring to is related to the chamber of the firearm.

If you are talking about various other 7.62 calibers, more info is needed.

If answer #1 applies, Google ".308 Win v 7.62 NATO" (or 7.62x51), and you will find enough info (good and bad) to fill you in on the matter.

I have no experience with the clamshell style of vise blocks. There is quite a bit of variation with 308 lowers, so you're likely going to have to do a physical fitment check to be sure.

Unless you are talking about a very tight .308 match chamber, you will be fine running either .308 or 7.62x51. There are LOTS of great barrel manufacturers that make barrels for AR-10/LR-308 rifles that will run either without issue.

As for the clamshell, I haven't seen one that does both .308 and 5.56. The uppers have different dimensions.

Yep, uppers. That was an oops on my part, but the info still applies.

brownells also has one like the reaction rod http://www.brownells.com/gunsmith-tools-supplies/rifle-tools/barrel-tools/308-ar-barrel-extension-torque-tools-prod72374.aspx
and of course there is the reaction rod but it is pricey

personally i would not use a RR when installing a bbl to receiver. You're applying torque to the bbl / receiver. The RR holds the bbl, it does not hold the receiver. Possible to spin / crack the receiver in the bbl extension locator pin area.

I have used the DPMS Panther Claw and the Brownells tool above. Both worked fine. The DPMS has a little cut out to help with basic alignment of the gas tube, though. It's a nice little benefit.
