Just ran across this and I love the idea! Sorry if everyone knows about this but it was new to me and seemed pretty cool!
Basically a carbine upper that attaches to the lower receiver of your glock. No serial numbered parts involved right?

Anyone have any thoughts on these or use one? Looks like it comes in around $500 or so depending what all you get extra.

The only use I could see is, the SHTF and you had your pistol and the upper in the car. Then you could have a rifle.

No, it is a complete 16" upper with a butt stock attached. No NFA regs have been broken attaching this unit to your glock.
Guys this has been around an easy 10+ years. Upgrade that dial up and get current.
It reminds me of a kel-tec sub2000.

I had one that went on a 1911. Worked great. If you want a pistol caliber carbine, this is a nice way to have both, a pistol and a rifle in the same caliber. The only reason I got rid of it was the limited magazine capacity of a 1911.

I don't think I would bother for anything other than a G20 or a G31.
What part of a pistol is "the gun" is it the same as an AR where the lower is the part that requires a background check? I notice glocks have serial #ers on the upper and lower receivers. For a while there I was thinking that you could just buy this thing without an FFL and also a lower part of the pistol without an FFL. That does not seem to be the case?

It is the case and you can. The barrel is 16" and mates with a Glock lower. The 'action' is contained in the upper. No FFL, no NFA.
Some other designers have made things that mate with the Glock, but they're basically just shrouds for the pistol. Gman above posted Triarii and I believe Mako and some others make a solution as well. Those solutions are essentially SBRing your pistol. I'm not sure how a pistol can ever be made into a short barreled rifle, but those are the rules our incredibly knowledgeable government has made for us knuckle draggers.
If you want to carbine-ize your Glock, you can do it with the Mech Tech solution and be perfectly legal in doing so. I'm just not sure why anyone would want to unless you're running a higher velocity round.
I have a Sub-2000 in 9mm and while it is fun, it's performance is incredibly sad at 100m. I'd rather have an AR in my vehicle or a broken down AR in my pack than a pistol caliber carbine.

The ATF decides what part is the recognized official part that is a gun. That designated part is what the FFL must document and the buyer has to do the background check on. That is part that is required to have the identifying serial number on it. The manufacturer can add the serial number to other parts if they want.

No, the lower - in this case the 'frame' is the firearm. There aren't many instances where a lower will be sold, but I imagine that you could find one sans an upper/slide. Regardless, it would require a BGC. The 'frame' or 'lower' IS the firearm.
This is, but isn't complicated. Plenty of resources on the internet.
Buy a Glock and the 'frame' is serialized. That is the 'gun'. You can buy a Mech Tech receiver and mate it to your legally purchased frame if you want to and you are compliant with the law.

For 99.9% of pistols, the frame (plastic part of a glock) is the registered "firearm". The piece that has the grip.

No, as already mentioned. You also cannot walk in to any LGS and buy a Glock frame, as Glock rarely if at all sells them. Or would a LGS be the place to find one. Your best bet is
