Colorado’s gun laws have come under scrutiny following a rampage shooting on Halloween.

Three people were killed in broad daylight on Saturday in Colorado Springs, when gunman Noah Harpham walked down the street shooting bicyclist and Army veteran Andrew Meyers, and two women, Jennifer Vasquez and Christina Baccus-Gallela, who were sitting out on the porch of their sober living home.

Police do not believe the victims knew their killer, but have not commented “whether there was any link between [Mr. Harpham’s] substance abuse problems and the fact that two of his victims were themselves recovering from addiction,” wrote the Associated Press.

Harpham was killed in a shootout with police who responded to the scene. But Harpham’s neighbor, Naomi Bettis, says police didn’t respond soon enough. Ms. Bettis called 911, alerting law enforcement that her neighbor was walking down the street with a rifle, according to the Colorado Springs Gazette. But the dispatcher reminded Bettis of Colorado law.

"I didn't like the first dispatcher," Bettis told the Gazette. "Because she says 'You know in Colorado, they do have an open/concealed weapon' " law.

While local police maintain the call was immediately entered into the dispatch system, police did not arrive until Bettis called again after witnessing the shooting of Mr. Meyers.

"The call taker did not deviate from policy therefore there is no need to put her on administrative leave," police spokeswoman Lt. Catherine Buckley told the Gazette.

While concerned citizens argue the police did not act properly, police officers explain how difficult it is to assess the severity of situations in a state with an open-carry policy.

"Situational awareness is that much more important," Fountain, Colo., police chief Chris Heberer said, stressing the need to uphold gun holders' constitutional right to have guns while still protecting the public.

"Is this person exercising their rights or about to start a very serious situation in which someone is going to be killed?" said Jacki Kelley, spokeswoman for the Jefferson County Sheriff's Office in an interview with The Denver Post. "We just don't know the difference."

Citizens often call to report armed people in public, police agencies say. Without context, dispatchers rely on the tone of voice from the caller and any information they can gather in order to determine the gravity of the situation.

The state allows individuals the right to carry and possess a weapon in their homes, businesses, and automobiles without requiring licensing.

I don't get anything in the story to actually justify the headline, but I have no doubt that there is some truth the the headline, particularly after running the story. Let's face it, some folks are just aching for an excuse to be outraged by our right to carry firearms - whether concealed or open carried.

This was bound to happen.

Carrying a weapon (not brandishing) is not a crime. Shooting innocent people with that weapon is a crime. Driving a car is not a crime. Running people over with a car is a crime. So, should we call 911 on every driver we see behind the wheel, because they just might run someone over?

So if we did not have open carry the guy would not have shot people because it would be against the law to openly carry the gun. That's the same stuck on stupid attitude that if we put up a sign on our business that prohibits guns then no one will bring in a gun and shoot everybody. These people don't seem to realize we already have laws making the shooting of people illegal and it does not stop everyone from doing it. But, but, if we had just one more law wouldn't it be worth it if it saved just one life....no, not worth the loss of freedom to the other 300 million.

The article is not trying to say he wouldn't have shot anyone, it is suggesting that the dispatcher blew off the first call because open carry is legal. However, right in the article, it states that she did her job and put it immediately to dispatch as she was supposed to have done. Her comments to the caller are completely irrelevant and the entire article should never have been written.

The 4th estate doesn't care what you or I think. As long as someone's commenting on an article, they have readers. Keep in mind this story is a national, if not international one.

Warnke said Mohammad made several references to the Muslim god Allah, but he doesn't believe the violence Wednesday was connected to religion or terrorism.

I know we're off topic now, but apparently the Muslim stabber guy wrote a manifesto talking about how he was angry at some classmates....it also contained ramblings about jihad. The authorities are caulking this one up to nothing more than a revenge attack, in other words, completely blowing off the terrorist wannabe diary as insignificant.

And it's possible for half of the mean to be below average, just depends on the distribution.

I could also point out that a city like Colorado Springs could have a inordinately high IQ (mean or median), which would mean that more of the below average people live in Boulder(just as an example)
