Anyone ever gotten a milsurp rifle with little oil/solvent bottle full? This one in question is Chinese (came with a Chinese milsurp rifle) and I kid you not it is full of gun oil on one side and I think solvent on the other, and even had a light coat of cosmoline on the outside. Weird.

Not at all. Normal for those guns. I have 1 or 2 with some oil still in them. Same for a FN kit that goes in the pistol grip, 2 for a M1A etc.

I used to have an hk authentic one. It was a small jar that translated to axle grease.

Throw it on gun choker or harmslist. Some purist who doesn't have that 1 item, making his AUTHENTIC / REPRO gun complete, will jump all over it.
