Actually this was an Amazon decision. (My brother works for them) they are trying to get back in good graces of various states in hopes of being offered "advantages" to open fulfillment centers or a physical presence in certain markets.
I missed out on the last sale. Might have to get in on this one.

They actually killed their affiliate program in Colorado several years ago over this. It was arbitrary but done to avoid nexus. I can't for a moment believe they would establish nexus after cutting off sellers in the state and losing that business.
This has a lot more to do with the state threatening them over the years to either start collection or share data so the state could pursue the scofflaws. Otherwise, why do this now? Just wait until they open a center and start then.
It may have been their decision but I don't think it happened without significant pressure from the state. Qui bono? There's the truth.

Amazon offers an Uber type service where people hand deliver packages to Prime users. It's not in every market yet, but I imagine they'd have to have some sort of presence in order to make this worth while. Perhaps it has to do with that?

Could very well be. I'm not sure how valuable to them the affiliate business was, but it wasn't worth it to them. Maybe this would be bigger? Either way, now that they have nexus (forced or not) there is no disadvantage to entering the market if the dollars work.
Typically you don't see companies (retailers especially) to behave as if they have nexus when they don't.

Yes but at the consumer level, not at the vendor level. We (the customers) are supposed to voluntarily disclose our purchases and pay the estimated taxes directly to the state/county/city. IIRC, the same rule applied to mail order pre-Internet but was rarely (never?) exercises so people felt mail order was tax-free and that translated to Internet sales. I would like to say I would be more open to paying these taxes voluntarily if I wasn't so annoyed at current state income taxes but in all honesty I don't like the record-keeping and paperwork and probably wouldn't be open to that -- but that very fact leaves the state between a rock and a hard place. Essential government functions must be paid for. I haven't thought through the problem long or deeply enough to have a good answer.

I was going to sign up for Prime until I heard that Amazon will soon begin collecting sales tax. I imagine I will buy fewer things from Amazon once this happens. There are other options that may now be cheaper.

Even with taxes Amazon is usually the cheapest around. When you factor in the other benefits of Prime beyond free shipping (music, tv and movie streaming, discounted prices on games, etc) it's an even better deal.
