Why Pueblo has the highest per-capita homicide rate in Colorado

Pueblo had 13 homicides in each of 2014 and 2015 - a record - and last year saw a 12 percent increase in aggravated assaults as compared with the previous 12 months. Last year, the city's homicide rate 12 per 100,000 people.
Graphic in the story shows the homicide rate is nearly double that of Denver, Aurora, and Colorado Springs. Sounds like a lot of it is gang activity. Really surprised to see the Post reporting on this.
