I'm not 100% sure how this will all work and wanted some clarity if anyone can provide.
Effective July 16, 2016 new rule changes go into effect for Trusts involving NFA items:

The Department of Justice (ATF) has finalized a rule change which, affects all gun trusts and corporations which seek to acquire NFA items after the effective date of the change. The rule, once effective, would require notices to CLEO of submissions of Form 1’s and Form 4’s by trusts and corporations and also fingerprint cards, photos and background checks for all trustees and responsible officers. At present there are no such requirements. The proposed change set forth in 27 CRF 479 is to become effective July 13th, 2016.

Reading here (https://www.atf.gov/file/100896/download) is the actual text of the new regulation. From what I understand, it only provides the need for the transferee on the trust to undergo the background check and they still don't need CLEO sign off, correct? The text includes "eliminates the requirementfor a certification signed by the CLEO." If I understand correctly. My concern is that living in the city and county of communist Denver (not my choice), I can't get NFA items without a trust (working with Rod currently on that) due to the fascist DPD Chief refusing to sign off on NFA items (just 100 yds east and I'd be in Arapahoe county). I do understand this new rule correctly, right? I don't have to come back from my vacation in May and rush to scrounge up the cash to buy my suppressor, right?

Next time, try careful police observation. You're GTG no matter how you go about applying. Trust or not. The trust (in place) and e-file a Form 1 or paper a Form 4 now. Avoids the hassles down the road. Especially with the extra BGC for trustees.
HOWEVER: Not having a trust and planning on doing just Form 4's. Come 7/1/16. You'll only need to notify the CLEO of purchase. No longer needing any sign off.
