Can anyone translate from lawyerspeak to english how environmentalist kooks can sue the gov to get their way when laws are not being enforced....but nothing like that ever happens for events like this, or that reporter with the 30rd mag in DC, or immigration, or VA waiting list fraud, or voter fraud, or welfare fraud, or Hilldog's emails, etc ad nauseam.

Just activate monitization on Youtube and make sure to link it to your Google Adsense account or you won't get any money for ads.

Obviously as part of your First Amendment rights you'll only agree to fully nude interviews.

The NRA or some other organization ought to contact the Federal prosecutor in AZ and ask if they intend to file charges for admitted violations of multiple federal firearms laws.

BTW as far as whether the action was legal or not, clearly the purchaser of the gun was acting illegally. The seller, though, I don't think so. AFAIK AZ does not require BGC on FTF sales of guns, just like it was here in CO before July 2013.
It was probably Couric's intention to show that the seller of the gun was acting legally under Federal and State law unless he knew or should have known that the buyer was from another state, since the whole thrust of her campaign is to require background checks on ALL gun purchases.
Back when we could do those types of sales in Colorado, the responsibility of the seller extended to checking the ID of the buyer to make sure the buyer was a resident. It may not be the same way in Arizona.

It happens because the EPA or other agency being sued is a willing participant in the lawsuit. The bureaucrats realize they don't have authority to do what they want so they help Kooky Environmentalist Organization sue them for not doing their jobs the way KEO thinks they should. The agency concedes so-called legal "facts" in court and no only establishes a duty to do as the KEO wants but may even help steer taxpayer funds their way by agreeing to pay legal costs.
Since the AG doesn't want to take action against David Gregory or the IRS or VA officials, s/he uses prosecutorial discretion and declines to pursue the case "in the best interests of the taxpayer".

Not a legal requirement AFAIK. A good idea, yes, but not required.
