The U.S. Forest Service has temporarily banned recreational shooting on forest service lands in Boulder County in support of the firefighting efforts and dry weather. No shooting is allowed until further notice.

My guess is you are being sarcastic and more gov't isn't the answer. Too many people in one area make things difficult. I certainly don't have a magic answer to the problem besides the locals in any certain area making it clear that transients are unwelcome.
