This information was released by the Rocky Mountain Gun Owners (RMGO) today:




For gun owners who travel through or hunt in Nebraska, that state has always been a problem.
Though rural, their unicameral legislature has certainly not been a beacon of conservatism. They only recently passed a "Shall Issue" concealed carry law, lagging behind a majority of states, and seemed reticent to grant reciprocity to other states.
I've hunted in Nebraska for the better part of two decades now, and have heard from many frustrated Nebraska citizens as well as visitors to their state. Lots of great hunting there, and a big football state (but what do I care -- I'm a hockey nut), but they've always been an anomaly for rural states and gun rights.
At the very end of August, the Nebraska Attorney General sent a letter to their State Patrol, informing them that Nebraska is implementing a bill to grant reciprocity for concealed carry permit holders. Among those states Nebraska will seek reciprocity agreements with is Colorado.

It won't happen immediately: Colorado and Nebraska bureaucrats (many of whom are anti-gun themselves) must first exchange letters and sign documents before Colorado's last contiguous state has a reciprocity agreement. But the wheels are finally in motion to allow Colorado permit holders to carry in Nebraska. Finally.

Considering I'm related to everyone in a whole county of NE, this cannot happen fast enough. I hate having to pull over and unload and stow my carry gun when I go up there to visit and hunt. It's really kinda silly since I'm usually driving around with shotguns and rifles in the truck rack (like everyone else) anyway...

Am I reading this wrong? It looks to me like Nebraska is officially a recipricol state with CO as of 8-30-2009.

Nebraska will now recognize Right-to-Carry permits from the following states:Alaska, Arizona, Arkansas, Colorado, Connecticut, Florida, Idaho, Hawaii, Kansas, Kentucky, Louisiana, Michigan, Minnesota, Missouri, Nevada, New Jersey, New Mexico, North Carolina, North Dakota (class one permit), Ohio, Oklahoma, Oregon, Rhode Island, South Carolina, Tennessee, Utah, Virginia, West Virginia, and Wyoming

I do a lot of traveling to NE also, so this would be good news!

As with everything in law, it's all about the exact wording. I believe Colorado and Nebraska will need to exchange agreements and legal notices for an official "Reciprocity" arrangement to be formalized but Nebraska can unilaterally recognize RECOGNIZE Colorado CCW permits (and vice-versa) based on the responsible state official's edict.

The value in continuing with the legal arrangements is that unilateral recognition can also be withdrawn unilaterally. A legal agreement between both states will provide stability even through a change of officials.

I am betting we will see Colorado post an update to their reciprocity list that will include NE. Here is a link I found this morning from Hangunlaw.us that now reflects NE's new reciprocity list (Click on NE). Also worth noting, NE CCW laws are quite a bit different from CO, more strict.

?? I think that you may be thinking about something other than concealed carry reciprocity which is what we are discussing. This reciprocity is still on a state-by-state basis and isn't (currently) governed by Federal law.

I believe they tried to pass a Federal Law but it was shot down. So each state makes it's own CCW rules for the most part.

The Senator from NY threatened to filibuster the bill so they passed a resolution that it would require 60 votes to pass (same as to stop a filibuster). They got 58 votes in favor and 41 against. Both our Democratic senators voted in favor. Once again NY screws the country.

I don't know of any law that allows the senate to change the voting rules like that but being constitutional has not stopped our federal government before.

Actually it was reported on. Both were confronted on the possibility of only voting yes because they knew it would fail and responded that they knew their constituency and were in favor of it passing. That doesn't mean that is the truth, they are politicians after all.

I am curious where you got the information about the last minute vote and changed vote. I don't doubt you, am just curious. I would like more access to that kind of detail. I don't trust any politician of either party.

Nebraska's State Patrol web site now advertises that Nebraska honors Colorado CCW. So it's "officially" a done deal now.

Good it was a pain in the ass driving from here to Iowa. In Nebraska had to lock the unloaded HK in the glove box, and in Iowa had to take it out of the glove box, and lock it in the trunk. So one state down, one to go for my trips back to Iowa.

That's been in effect since late August. I pulled a copy of the PDF on to my iPhone just in case on my last trip through Nebraska.
