I think I found the problem: Delaware

Looks like rural property where the rules (for most reasonable folks) is "live and let live." But not in the northeast. Can't imagine the guy is making that much noise outside of daylight hours and looks like he wanted a close to home hobby because of his disability.

The bit about Jesus killing the lawless is rich. Jesus would help people fix their cars, no doubt.
