Clear Penetrating Epoxy Sealer

I am looking to finish outdoor furniture. Longevity is a big factor. This will be new wood and a clear finish. Needs to stand up to heat, cold, snow, rain and UV. Also needs to be low VOC and water based.

Been doing some research but have some question. Is CPES a sealer and finish? Will I need to go back and use a varnish or polyurethane? If a secondary finish is needed, what are some options?

Any brands that stand out that will not break the bank?
