The American replacement bill is needed because companies can’t hire the employees they want amid the massive decline in the number of Americans who are seeking work, Wisconsin Sen. Ron Johnson told an event hosted Wednesday by the CATO Institute.
“Why can’t Wisconsin manufacturers, why can’t small businesses, find enough people to work?” Johnson asked during a speech in a Senate hearing room with supporters of the replacement bill. He continued:

You got to ask those hard questions… it is not going to be a government program that is going to solve that [worker decline], but smart government policy, things like the bill we’re going to be introducing with the help of CATO today … is a really good direction to move. Give a it a shot. Let’s see how much better the states do. My guess is that they will do a whole lot better than a one-size-fits-all federal [foreign worker] program.

The bill would allow states to each get 5,000 visas for additional foreign workers per year, plus a population-based share of another 245,000 visas, plus a share of any visas not used by other states. The inflow of foreign workers would start at 495,000 in the first year, not counting the additional family members of each imported worker.


The bill would also create an amnesty, because the visas could be given to 11 million plus illegals living in the United States, including those who returned to the United States after being deported.

Aren't unemployment benefits paid out of an unemployment insurance pool paid into by workers while employed?

In order to get and retain them, isn't it necessary that one prove they are actively seeking employment?

My experience has been that lower demographic Americans and are entitled and lazy. They don't have near the work ethic of the incoming visa holders. I wish it was different, but it's the reality and the hard work still needs to be done. Take away all the financial assistance opportunities and let them fall flat.

The EMPLOYER pays into the pool and if an employee ever files a claim and is granted benefits the EMPLOYER'S rate goes up. I have even had employees that had there own businesses on the side that I fired collecting unemployment. If they have to prove anything it's just that they put in an application. Nobody, however, will every hire them because of their lack of interest in getting a job.

This is the end result of changing the way they calculate unemployment to make Obama look good.

By not counting those that have "given up" they make it look like unemployment is much lower than it is, and they use that low figure to justify bringing in more foreign labor. The truth is they want Americans unemployed, poor, suffering and dependent on the state so that 1) they'll vote for more largess from mama government, thus giving her more power and 2) they'll have a pretext to import more third worlders that are lower IQ and thus more controllable and also more likely to vote for big government leftists.

You left out the lack of education available to 3rd world country citizens. South & Central America are rife with crime lords, cartels etc. Where the people are unable to fight back due to restrictions on firearm ownership. Hence the extremely high number of violent crimes.
