The ATF publishes "The National Firearms Act Handbook" which is a good reference in plain language to most things concerned with NFA stuff. It has a copy of the laws and regulations concerning NFA stuff in the back. The text has references to the appropriate laws or regs right with whatever they are talking about. I don't know if it has been updated with the new transfer regs, 41f(?). You can download individual chapters or the whole thing.

Another thing that can be very helpful is the Government Printing Office website has all the federal regulations and laws available. If you have the number of what you are looking for you can do a search for the specific regulation and it will take you there. The NFA Handbook has note references at the bottom of the page with the numbers.
