Justin Trudeau's Liberal government is also going to apologize to the former Guantanamo Bay detainee who pleaded guilty to five war crimes before a military commission in 2010, related to alleged offences that occurred in Afghanistan in 2002, including the murder of a U.S. soldier. The Toronto-born Khadr, 30, had sued the federal government for $20 million for breaching his rights.
Part of the $10.5 million will go to Khadr's legal team, while the apology will be delivered by the justice and public safety ministers, the source said.
