Where can one get some information on an old firearm?

Example: Person retires from job, job gives firearm as present, etc

Likely depends on the firearm. I know companies like S&W keep pretty good records and will (for a fee) send you a letter with the history of the firearm. At least when it was manufactured and if it was part of a shipment to a particular agency or it was a custom piece made especially for someone famous.

Not sure if a manufacturer would have any way to know if one of their pieces was given as some sort of retirement gift unless it was a custom ordered piece specifically made for that person.

Depending on the make and what not I hear the Cody Firearm Museum in Cody Wyoming does some of that.
