Blacksburg is a pretty rural area. Other than this being VA Tech and the notorious shooting there a decade ago, the surrounding community is pretty gun friendly. I think the illegality here was primarily based on his Visa status and whatever laws he broke in buying a rifle. That he is driving a Crown Vic makes me wonder if he isn't a buff into emulating LE. I'm also interested in the college having a gun locker for students.
