Changes to ITAR have been "Proposed" since the guidance letter dropped in 2016.
While this looks promising it is only a proposal and subject to annotations and such.

When its signed and implemented I will take more notice of it.

I was just thinking about this myself today, been sitting on some projects for some time now because I don't know who else to use.
