The biggest part of this is they ruled that the 2nd Amendment does cover magazines. With that we need to let Trump put a person or two more on the Supreme Court then get our mag ban before them.

The 4th ruled in Kolbe v Hogan that Heller protected "assault weapons" and "high capacity magazines" yet still found a way to allow Maryland's ban to be upheld.

The theory I've read elsewhere is they don't want anything gun control going to USSC's docket after the Trump nominations/appointments.

The stay doesn't directly address the ban (from what I've read). So there is still infringement.

Dead as of 2016, when the 10th Circuit ruled against the Sherriffs, claiming they didn't have standing.

Yes, it is. On appeals. My deposition, and then trial testimony was last year, still in process.

Here's my theory on why the 9th circuit all of the sudden is spitting out pro-gun rulings; they don't want these issues going on to SCOTUS where they'll get carved in stone.

Better to make a pro 2A ruling at the circuit level where it doesn't go nation wide, and where it can be overturned once Trump is gone "and everything gets back to normal". But if these rulings are made by SCOTUS, they become nation wide and very very difficult to reverse (especially since Trump is packing the courts with "Nazis").

More than anything, they don't want more Hellers.

Can a citizen appeal the 9ths decision? Say a conservative with money just to get it to the USSC? Maybe someone who resides in CA and CO?

Then again, the 9th just voted to uphold the Microstamping law in California about a month after the California Supreme Court ruled that an impossibility of compliance is not a sufficient reason for invalidating a law.
