Depends how serious the citizens are about cleaning up the rampant crime.
I could see small squads of locals cleansing the area. You live for a decade under such "terrifying" conditions. Would one not want to right the ship, so to speak.
There is already a country that's been doing this for a while in Asia. When I remember which one, I'll post it.

The problem with this is. How does one determine the cleansing is a legitimate / valid one. Not something where a neighbor has a grudge against another?

You can't. It unnerves me quite a bit when I hear people in the US celebrating Duterte's complete disregard for due process and willingness to murder "drug dealers".

I remember hearing a story here and there, but I don't think there has been anything sustainable against the might of the cartels. Mexicans will have a much more difficult time considering how much further they are removed from military arms and training they are and how much closer to that the cartels are compared to say here.
Yeah, I've read several stories of the locals getting their hands on the local drug lord's guns and cleansing the town. The local law enforcement is often bought and paid for by the drug trade, so the people do what they have to.

I would say the group of "locals cleaning up" is a far fetched idea. Reality demonstrates these oft turn into gangs of their own with mixed agendas. Reality is lots of people are assholes, once they replace one entity they just become the successor, they don't lay down arms when suddenly power is at their fingertips. This is on top of the other issues described with extra judicial killings. If that were in place here for instance, a lot of members here, including myself, would be dead. When all it takes is an accusation, evil is all that prevails.

He's a politician, the voters hear what they want. Then filter out anything else. I can assure you, with the rampant crime down there, being told he'll give back gun ownership. You bet the polls were busy.
Former Sheriff Alderden in Larimer cty ran on 1 promise, if elected. He promised concealed weapons permits would no longer be restricted, given to those who pass the BGC. He won by a landslide, go figure.
