Maybe the regular mag is just there to keep junk out of the action (and maybe catch brass)? Or maybe there's no spring, follower or floorplate on the mag so it makes the empties eject farther away from his hands?

Checked a few sites. Looks like some people use an empty mag to catch brass.
Not sure how many rounds you can catch before it gets full and jams the rifle.
