On line 15 of the Form 1, it asks for number of responsible persons. I'm assuming this mean in addition to yourself?
I'm assuming you also don't need to put your own name down as one of the responsible people in line 16 as each of those people need a 5320.23 Form, correct?

I don't believe you are correct. Only done form 4s, but since you are applying as
an entity, all of the responsible persons (including you) must fill out the responsible person form which is different form that would accompany your 5320.23.
I had one that I assumed as you and filled out all of the questions on the form 4, was kicked back until I sent in the responsible person form for myself. I had no other responsible persons involved, but that is how they wanted my form 4 done.
Are you filing this as an Individual or Legal Entity?
If you are filing as an Individual then you leave it blank. If you're filing as an Legal Entity it will be the number of responsible persons in the Legal Entity.

At least that's the way I did mine. But I am still waiting to get it back so I may be wrong.

Last time I did this it was in early 2016 so it's a bit different.

It seems like a lot of work just to SBR my SCAR. But I want it to look cool!
Everyone listed as a responsible person has to complete a questionnaire. If you are the only person, then 01 goes in the blank and you one have to submit one questionnaire.

You have the correct number for the responsible person form. 5320.23
If you fill out the responsible person form, you don't answer the same questions (11.a- 11h) on the form 5320.1 You only answer on the form 1 (5320.1) if you are an individual applying. If filing as an entity, all responsible persons fill out a questionnaire, even if you are the only one.

I sent it last October as an individual. I left 15 and 16 blank. I did it that way on the last Form 1 and it was approved that way. That was 2 years ago.
My understanding is that E-Files have been taking less than 2 months to get approved. I wasn't able to get the e-file site to work for me so I thought it was totally down and sent a paper application. The only disadvantage is you don't get a physical paper Stamp. You get PDF copy of your approved form without a stamp image on it. It kinda sucks but it would be worth it to get an approval in a reasonable time.

So I went the electronic form route. That website is brutal to use. Hopefully it will pay off.
Ugh... If I didnt have to re-do the Cerakote on my handguard, I would probably file for a form 1. That isnt going to happen though. I value my sanity a bit.

It's funny they are clearly pushing the E forms for sure. I get why, but they could have definitely got someone in high school to make a better and more functional site. I called the ATF a week ago to ask a few questions about this and they mentioned several times during out conversation "You know it's an 8 month wait if you send the documents in but could be as little as 45 days if you use the E forms."
