Oregon's statehouse shut down for safety concerns on Saturday. But the threats weren't coming from anonymous trolls or foreign fighters--they were coming from the state's Republican senators, who have teamed up with right-wing militias to threaten violence over a climate change bill.

Eleven of Oregon's Senate Republicans fled the state this week to avoid a vote on a bill that would cap greenhouse emissions. The group, believed to be hiding in Idaho, left the state senate with too few lawmakers to hold a vote. But the move is more than a legislative maneuver. The missing senators have partnered with right-wing paramilitary groups to threaten violence, should they be brought back to Oregon.

The state senate had scheduled sessions on Saturday (https://twitter.com/PatDooris/status/1142231087680278528), but cancelled them after reports of several militias' two-day "Rally to Take the Capitol" this weekend (https://www.theguardian.com/us-news/2019/jun/21/oregon-senator-walkout-patriot-groups-vow-to-protect-republicans-who-fled-state).

"Oregon State Police has recommended that the Capitol be closed tomorrow due to a possible militia threat," a spokesperson for the senate president told the Associated Press (https://www.oregonlive.com/politics/2019/06/militia-threat-shuts-down-oregon-statehouse.html) on Friday night.

The trouble started this month, when state Senate Democrats advanced plans for a bill that would cut carbon emissions. Modeled after a similar policy in California, Oregon's proposed cap and trade bill (https://www.latimes.com/business/la-fi-oregon-climate-policy-cap-and-trade-20190617-story.html) would restrict fossil fuel emissions, particularly for the industries that create the most pollution. The bill's proponents say it's part of a plan to cut emissions by 80 percent by 2050. (Climate scientists and the European Union (https://www.theguardian.com/environment/2019/jun/20/eu-leaders-to-spar-over-zero-carbon-pledge-for-2050) call for effectively eliminating carbon emissions by 2050, in order to prevent out-of-control climate change.)

But Oregon's state Republicans weren't on board (https://www.opb.org/news/article/oregon-senate-walkout-cap-trade-climate-bill/), citing increased expenses for Oregon residents and businesses. This week, every Republican in the state senate walked out, rather than vote on the bill.

Walkouts are not unique to Republicans. Democrat lawmakers fled their states in 2003 and 2011 to prevent votes on redistricting and curbing union rights, The Daily Beast previously reported (https://www.thedailybeast.com/armed-militias-pledge-to-fight-for-fugitive-oregon-gop-lawmakers-at-any-cost?ref=scroll). Oregon has a long history of senate walkouts (https://www.statesmanjournal.com/story/news/2019/06/20/oregon-legislators-minority-often-use-walkouts-leverage-senate-republicans/1516995001/), including a four-day walkout in May, when Republicans refused to vote on a tax package that would fund schools. They returned to session with the agreement that they would not walk out again.

But this walkout also came with violent threats. Multiple senators are believed to have fled to Idaho, with right-wing militias flocking to their aid. While leaving the statehouse before the walkout, Republican Sen. Brian Boquist implied that police officers who pursued them should be ready to die. "Send bachelors and come heavily armed," Boquist warned police in a televised interview shortly before his walkout (https://www.oregonlive.com/politics/2019/06/oregon-republican-senator-issues-threat-to-state-troopers.html). "I'm not going to be a political prisoner in the state of Oregon. It's just that simple."

Boquist and his colleagues are supported by several right-wing militias that made more explicit threats.

After Oregon Gov. Kate Brown called on state troopers to return the lawmakers to the capital, the paramilitary group the Oath Keepers suggested violence against her.

"Gov. Brown, you want a civil war, because this is how you get a civil war," the Oath Keepers wrote on their public Facebook page. Beneath the post, Oath Keeper fans suggesting hanging, arresting, or taking up arms against Brown.

Idaho militia insiders previously told The Daily Beast (https://www.thedailybeast.com/armed-militias-pledge-to-fight-for-fugitive-oregon-gop-lawmakers-at-any-cost) that paramilitary members in Oregon and Idaho had "mobilized" in defense of the Republican lawmakers, and that they were willing to die for the legislators. One leader compared the situation to the 2014 Malheur National Wildlife Refuge occupation, in which members of a right-wing militia led an armed standoff inside a wildlife sanctuary building. The standoff ended with the death of a militia member.

But on Twitter, Oregon's Republican party criticized state Democrats for cancelling Saturday sessions over the militias' planned protests, tweeting, "Oregon senate Democrats canceled their weekend session citing a fear that Republican voters may show up."

I don't see this ending well for republicans in Oregon. Especially the implied threats of violence. That can easily backfire. Buy, hey... At least they're doing something to stand up for what's right.

By running away? The same thing happened in Wisconsin when Democrats ran and hid instead of voting. They too, were standing up for what's right.

So the R's fled to a Sanctuary Friendly state, is what i'm reading. The violent threats are just buzz words to justify tougher gun restrictions.


IF, IF the Militia didn't have guns we could have arrested the R legislators. Then rammed the bill down the peoples throats.

The last thing I read was that the Rs carefully announced they were NOT accepting help from any militias, after one or more offered to help hide them. Has something changed, or is this just more fake news?

Most of what I read in that article was that the threats were primarily from the 'militias' and a single senator that said he wasn't going back willingly. It's probably 95% Dem agenda and 5% truth.

A group of Republican state senators in Oregon remain in hiding after walking out of the state Capitol over refusing to vote on a climate change bill.

Eleven Republicans refused to show up to work on Thursday and went into hiding in protest of HB2020, a bill that establishes a carbon cap, in order to reduce greenhouse gas emissions. Industries that emit carbon dioxide -- power plants, manufacturers, etc. -- would have to buy an "allowance" for each metric ton emitted, thereby reducing the incentive to produce carbon dioxide in the first place.

The goal of the bill is to cut greenhouse gas emissions 80% by 2050 versus 1990 numbers.

But the purchasing of allowances would likely mean costs are passed down to the consumers, and prices for gas or diesel would increase -- a position untenable for the Republicans holding out from a vote. Rural Oregonians, who drive longer distances, and farmers, who use heavy machinery, would likely be disproportionately affected.

Without a quorum, the legislature cannot legally vote on the bill.

The stalemate continued into the weekend.

"I don't think you're going to see us anytime soon," Republican Sen. Herman Baertschiger Jr, the state Senate's minority leader, told Portland ABC affiliate KATU by phone Saturday evening.

The senators are being fined $500 per day as they skip out on work.

A GoFundMe account was started to raise money to pay off the absentee politicians' fines, which had raised over $37,000 in two days as of Saturday night. State ethics laws prevent the senators from accepting the money, however, unless the donations are tracked through the government's filing system, called Orestar.

"Public servants are chosen by and entrusted to represent their constituents, and working for the people of Oregon is an honor and a privilege," Kate Kondayen, deputy communications director for Oregon Gov. Kate Brown, said in a statement Tuesday as legislators threatened the walkout. "Playing games and avoiding tough conversations is a dereliction of that responsibility and trust."

"Governor Brown has always dealt fairly and transparently with the Senate Republicans, and trusted them when they gave their word they wouldn?t engage in further walkouts earlier this session," Kondayen continued. "She expects them to honor their word and if not is prepared to call upon those resources available to her -- including authorizing state troopers to bring senators back to the Capitol and, if necessary, calling legislators back to Salem to complete their work over the summer."

GOP senators walked out earlier in the legislative session over an education funding bill, but that impasse was quickly broken when Democrats agreed to kill two other bills, according to KATU.

State troopers were indeed searching for the senators on Friday and Saturday, Brown said.

They were unlikely to find state Sen. Tim Knopp, who told KATU on Friday he was not even in Oregon anymore.

"I am in a cabin near a lake," Knopp said during a Facebook video chat interview. "And that's about all I can tell you."

The 11 senators who are MIA include Baertschiger, Cliff Bentz, Brian Boquist, Fred Girod, Bill Hansell, Dallas Heard, Knopp, Dennis Linthicum, Alan Olsen, Chuck Thomsen and Kim Thatcher.

Knopp criticized Democrats calling for their return in an interview with KATU, saying they were "hypocritical" due to a walkout staged by House Democrats over a redistricting bill in 2001. Brown, who was Senate minority leader at the time, called those actions "very appropriate" in an interview with The Associated Press.

The walkout got even stranger on Friday, when Democratic state Sen. Elizabeth Steiner Hayward tweeted a text message she had received, saying, "The Senate will not be meeting tomorrow (Saturday). The State Police Superintendent just informed the Senate President of a credible threat from militia groups coming to the Capitol tomorrow."

No such militia showed up on Saturday, but the Capitol hallways were empty.

Democratic senators, at least, planned to return to the Capitol on Sunday.

I?m smack dab in the middle of greenhouse gas surveys right now.

Colorado and the federal EPA have plans in place to reduce emissions substantially in the near future.

I would imagine about the only difference between Oregon?s program and Colorado?s is that (so far) there hasn?t been any discussion about purchasing any credits.

Just a PSA / side note: These phrases (and the connected) are so well connected to "that" culture that it's quite a bad idea, imho, to ever mention them online, even though it's tongue in cheek. The "other" side certainly knows the specific reference very well, If the NSA isn't already tracking their use, they will at some point in the near future. Best not to make it easy to be categorized. Just my 2 cents, but... not that I actually care if others use em.
