It says armorers tool but it looks like something for making adjustments to a bicycle.
No clue.

depending on size of that box wrench side. it could be for the gas piston plug on a SA M-14, or M1 garand. Or possibly a M-1 carbine.

Yep, Hbar got it. I have a few in my tool box. He used to send them with each mount back in the day. Now the new mounts are tool less. Definitely one of the best scope mounts on the market.
