When the government shutdowns make it hard to get background checks, I guess they just expected people to sit on their hands.
The checks haven't been too bad here, but they're running very long, if at all, in other states.
The more obstacles government puts in the way of the citizens, the citizens will just find ways around them.

AZ with a CCW. Walk in, fill out 4473, show permit, walk out. OR buy a gun off someone and pay cash. Like i do at of all things, garage sales.

Does he introduce this every year? I see it was in the 2017-2018 senate by the same introduction too. Is it the same bill text?

I think one necessary requirement should be a "waiting period" to re-introduce failed bills. Something like... 5 years, minimum. Doubling to a decade if it fails a second time. Exempting certain emergency situations or whatever.
Maybe they'd be more cautious about introducing trash.

I haven't found 2020's yet, but it's the same senator as 2017 so it's literally flinging shit every year and hoping it randomly sticks someday.
Can you imagine how much easier this would be if a bill was named for the ONE thing it addressed? There's no need for bills that have page counts in the thousands. They should also be so plainly worded that a 3rd grader could understand them, IMO.
Oh, and the politicians should be paid based on what our soldiers are paid, including housing allowances. If you want to serve in government, you shouldn't be able to build a dynasty doing it.
