In Chitown [ROFL3] Arrested by noon, arraigned before end of business day. Out on the street before sundown.

It's happening in NYC. Where my nephew is working 3-4 murders a day. They've grabbed a few suspects, locked up, charged and BAM, kicked out with minimal, or no, bail less then 24 hrs after the arrest.
