Those with direct experience, how heavily is the personal property tax enforced in Kansas?

There's a supreme court decision that your vehicle, even if licensed out of state can be taxed. And another that says your property even if you live out of state can be taxed.

Long story short I'm considering buying a second home there.

I have family there and it seems their property taxes and vehicle taxes come pretty close to Colorado, which was turn off for me as I was considering moving back to the southeastern area. I now Missouri does something similar for vehicles too.

Tags seem a bit cheaper than co. Property values are far less than co so the tax payment is less.

To clarify I'm not talking about vehicles or real estate. They have taxes on possessions worth more than $750. So theoretically a nice patio grill could add to your yearly tax rate. Not counting sales tax

Just get some nice window blinds and a nice fence. Just not too nice.

How do they enforce this?

So they theoretically charge you property tax on items that you already paid sales tax on?

Just like commercial here in Colorado?
Just when you think you have been squeezed out of every last penny, here comes the County's tax on personal property used in the course of business.
Just think of the Government as your silent business partner expecting its cut off the top. Kind of like the local Don in NYC.

From what I've found its complicated. I'm guessing when the county assessor comes by every 6 years the tack some stuff on. Unless you have a nosey neighbor. Or nosey assessor or they audit your purchases or they recruit other jobs from the county to report. I'm not sure, which is why I'm asking around.

The real estate agent is less that forthcoming in response to any of my questions.

No theory about it. I linked the pdf if you want to fact check.

The items value x .3 x your counties mill levy. A mill levy is a variable the county decides in order to fulfill their budget requirements.

One example had a $5,000 item costing $203 annually.
