I think Mossberg's JIC Tubes are not immuned to severe rust. I know AZ is one of the most driest place in US too.

I wonder if the red on a lot of them is actually just the dirt they were buried in... a good deep cleaning and inspection might make them serviceable if it isn’t actually rust.

Zooming in, that red definitely looks like red dirt to me. If these had been used in crimes, I would have expected them to be destroyed, not buried. I'm guessing it was someone's SHTF or illegal stash but the owner died before retrieving them.

It is oxidation/rust. Case in point, look at the AR-15. All plastic and aluminum parts... no red.

The barrel, however, is made out of steel. The oxidation might make it easier to stick some dirt to it too, but the steel components are all universally rusted on those.
