Four Square already does all the location data collection and is embedded into most of the popular apps.

We have TONS of guns and still our kids can't go to school, many states refuse to allow 30% of the population into public spaces and people are getting fired for not taking a certain medication that doesn't even do what it's supposed to.
Guns haven't helped us one bit.

An easier way is just to drop it into an RF bag....
Another way is to use a phone with a "bad" battery and use external power brick that attaches to the USB style port.
Pull the "sim" card - while not all phones have hard sim cards installed, it might help keep the phone offline if it is powered up. However; the cell might still ping cell towers.
So 6 models out of how many? Non-compliance is non-compliance no matter how you slice it, so just don't nothing is the same thing, but without all the steps.
If even 25% didn't comply they would have to easily triple the size of their police force just to do all the in-person checks. And I would suspect they have at least that much noncompliance. Regulators never comprehend the manpower required for actual implementation.
I think the goal is to play their game without playing their game. Having a cell phone is having an electronic leash on you period. Now it might be possible to slip that leash from time to time without them knowing it.
Me, it might be possible to decode the Gov IM, and respond automatically with one of a series of canned photo/vids from a known spot.

They are all removeable. None of them will be water proof after you are done. The phones didn't just grown with a battery in them, someone making slave wages in a foreign country had to put it in there.
I hear on side notes that there is quite a bit of resistance going on in Australia. But the populace has been disarmed, so there is little left for them to do.
I wonder what Chopper Read would have had to say about this.....
