Just picked up a mauser that has been sporterized, the barrel is stamped 31-06 custom. Has anyone seen one of these before I can't find any info.

I've heard of the "31-06" chambering of old mausers before, but it's been a while. From what I recall, basically what it was is someone had a 7.65 mauser rechambered to .30-06. The bore on the 7.65's was somewhere in the neighborhood of .312 - .313, so if you try to shoot .308 bullets it won't do so well. Best thing you could do would be to slug the barrel so you can get the exact bore diameter, and go from there. You can get lots of different .312 bullets from MidwayUSA made for the 7.7 Japanese, .303 British, and so on. You can also get molds and cast you own. The trick is going to be finding dies to work for you. With a bolt gun, you may be able to get away with using .303 or 7.7 dies and setting the adjustments to neck size only. Seating shouldn't be a problem, just use the seating die from the .303 or 7.7 set.
